Why does GTAIV:SA use old character models?

Been checking the beta 3 of IV:SA, pretty dope and a great mod, specially if liked SA but think it has aged terribly, or are angry at rockstar for limiting GTAV to los santos.

Anyway, what I don't understand is why they are using the same old blocky and pixelated character models from the old SA. Now buildings and terrain makes perfect sense, it would take years for a mod team to make new models for the entire SA world, but characters? wouldn't it be easier to take character models from GTAIV and slightly modify them to make it look most 90s-ish like those in SA?

Is kind of a buzzkill to have much better vehicles and animations, damage and explosions and even an enhanced terrain thanks to RAGE but the same ugly-ass character models

Simply because it's a 'total conversion' mod.

It looks nice but I'd honestly rather just play San Andreas, GTAIV's controls/physics are horrible in comparison.

I have to agree with SA being a better game and I'd rather play it, but IV's physics are top notch.

I think the only thing I prefer in IV's system is the weapon combat, the driving physics I can not stand at all. Cars are sluggish, handling is stiff, you get punnished for going fast in IV and that's what I don't like, I much prefer fun over realism and GTAIV to me isn't very fun. But each to our own.

As a whole SA is more fun, but the ragdoll physics in IV are probably the best in any game so far. And the vehicles actually feel somewhat like real cars too.

It's can't stop playing GTA IV ELFC with IceHancer 2.0 and Realistic handling mods.

It's so fun, i love this game.

That's what I dislike about it. The thing I like about SA is that I can drive as fast as I want and still be able to control the vehicle to some sort of degree in that I can just whiz about the map, whip it round the corners, have fun driving fast and if I crash have little problem getting back up and taking the vehicle for a spin again. In IV I don't really have that pleasure, at top speeds the cars become really hard to control and you actually have to add elements of realism to control the vehicle, like slowing down for example, just so it doesn't twitch and spin out of control. And if I crash on a bike I get launched 30ft down the road which to me is just an inconvenience.

But like I said each to their own, if realism is what you like then I can imagine IV engine being a lot of fun, but I just like taking vehicles for a joy ride and don't really want to have to worry about realism getting in my way which is why SA is already perfect for me. I have to say though weapons mechanics are much better in IV, taking out the police or simply going on a rampage is much better, lots of fun to be had for me there.
