The rooms were originally found by Datel a few months or so after the game was released. Not too long after that, homebrew AR codes became possible, and people found some additional beta/test rooms not in Datel's list. In one of the developer interviews, it was mentioned that 2 dungeons had to be cut in order to get the game released before the end of the year (in Japan) It's too bad they weren't left on the disc with the other beta/test stuff (assuming they were at least partially completed), they would've been very interesting to explore. The US version of Super Mario Sunshine also has a very similar test room that can be accessed with the Action Replay.
Very interesting finds! I wonder what else is left hidden for people to find - unused items perhaps? I know Capcom have done this in all Resident Evil games, though Nintendo seem to be more cautious with item design and always incorporate item use with as many puzzles/level progression as possible etc, so taking out an item would mean complete redesigns. I was always curious as to why they didn't include fireflowers in Mario 64
