I only know of one person who had these chips and I don't believe he has any spare that aren't soldered to a board.

I have something that might help. I have a D-terminal cable that I got from someone that tried to convert it to a VGA cable. But they did not know what they were doing and did not assemble the VGA connector correct. The gamecube side was never messed with. I was gonna make it into a 480P scart cable but I never got around to it. Is this something that you could use?

I've a modded Nintendo GameCube Component Cable which allows RGB on a NTSC-GameCube - i thinkt it's one of the cables you need.
If you're interested i'll post a picture - please let me know.
