    Dreamcast modchips will make it region free yes. I want to say Jinn has Dreamcast modchips but you'll have to ask him.

    I have a PS1 modchip containing MM3 code on it I can offer you for $5 shipped. Completely stealth on the 7501 and 9001 models.

    One is labeled as v2 but beyond one having more images in the zip file than the other I'm not exactly sure why they have two sets. Never had a problem using them.

    Beyond the booting of backups and being stealth capable there isn't too much to offer in terms of Playstation modchips AFAIK. MM3 is a particular code set with many others being available for different purposes. MM3 won't do stealth with the SCPH-1001 IIRC where I believe MM2 code will handle it just fine.

    I also want to say the SCPH-102 doesn't like MM3 terribly well but don't quote me on that.

    SCPH-102 you want ONEchip, as it allows direct booting of imports (as it does a bios patch, hence 8 wire install)

    Edit:

    Jinn did have dreamcast chips, I am not sure if they are still in stock or not though.

    He seems to get overwhelmed with items to take care of from time to time. Last time I exchanged messages with him he was due to ship me out a Plextor CD burner which has yet to arrive.

    I'd assume that since he is still living in Goleta/Isla Vista that he may still be attending UCSB. The big colleges here in California started up Monday which is a big strain on things. If he has any I'm sure he will get back to you.
