It's not a sticker, it was printed with the disc.

These were simply printed onto the discs after the fact by Hollywood Video. Not done at the time of manufacturing. If you look carefully, you'll actually see that there is a full disc sticker covering the entirety of the disc surface. That's what the HV logo is on. Such "disc protectors" were marketed to rental shops back in the day to protect the data side of the disc (label side) from scratches expected under heavy rental use. Scratches on the bottom side can be easily removed with a resurfacing machine. Scratches on the label side will destroy the data layer permanently.

Sonic Adventure L.E. was a rental-only disc that was produced by Sega only for rental (and it has a corresponding manual and CD case which reflect this fact).

The RE:CV you've got there is just the stock, retail version that HV rented out. The HV logo and contact number is no different than buying a used game from a retailer and having that retailer's sticker attached to the disc. Or buying a used game from Blockbuster (another American rental chain) and having the BB sticker on the cart and/or disc.
