    No, it's not. SNES produces 15.7 KHz RGB; to get 33.1 KHz RGB (VGA), you'll need a scandoubler/upscanner circuit/device. One of these devices may be fitted inside a SNES but that's a frivilous waste when more than one console could use it if it were external. The highest quality video you'll be able to achieve is 15.7 KHz RGB, the only video directly output from the SNES's PPU.
