Sounds like the latter to me, can anyone elaborate?

 

I would like to hear their source for fines. Sounds like bullshit -- even for Japan. Even if a company offers national health care, I don't think there's any monetary punishment they can impose.

Employees do have to go to checkups though, for insurance purposes (at least through NHS) and their thresholds for "overweight" is a fucking joke. I think I'm technically overweight, to be honest.
