XBOX 360 Model 1403 Developer Controller?

I thought this was a regular 1403 model controller until I noticed the sticker inside is missing some information in the center. No mention it is a DV1 or Radon. All the other controllers I see with this model has the CE and other info on the sticker. Does anyone know if this is a prototype?

 

Could be an error print. Batches of thousands = something bound to slip passed QC.
