I noticed that most debug and dev kits come with wired joypads in large white boxes (which I know are sealed in a green bag and those go into a nice some foam to keep it snug), have these ever been sold retail wise?
If you mean has (for want of a better phrase) 'dev packaging' been used to sell retail parts then the answer is 'no'.
