Xmen arcade cab error help

    Hi guys been trying to find out a fault with a 1992 xmen arcade pcb
    i get 13b error any idea on how to fix this.

    I found the fault now was ic 13B

    i replaced ic 13b and still didn't fix this board so must be a hex inverter or something ???

    When you replaced it, you did reburn the correct code to it right? Other eproms check out OK when pulled and verified? What do the traces going to the socket look like?

    the 13b i didn't program that chip was ,
    ER5911 i don't have a programmer for this chip sadly any help would be great i have gq-3x prgrammer and a pic start plus.

    I can program that chip, assuming you have files for it.

    PM me the info if you need me to.

    But link above says you just need to hold the test button as you power on to initialise the chip.
