Captain Commando and Mortal Kombat II come to mind. They aren't cheap either. Rockman Battle & Chase comes to mind as well. There is also a game called Gunners Heaven that is a run and gun type game. There are probably a good number of PS1 JP only or JP & Euro titles I just don't know that many. Oh yes Rockman X3 is a nice game too.
Thanks for the response! I guess I should clarify by what I mean import! To me thats anything not in the US! Though it would be nice to be able to play a game without worrying about language, and for the exception of RPGs, most games are playable! -Disjaukifa
My favourite PS1 japanese imports (the ones i actually own and comes to mind right now) are Gunners Heaven, Hermie Hopperhead and Libero Grande.
Gunners Heaven is very good indeed. Now, the other imports you get... your enjoyment depends on the amount of Japanese you can read. Some import friendly games require no japanese at all. Xanac X Xanac is very good. I really liked Macross Plus back in the day, but I'm sure that it runs at less than 20 fps and it's likely to be unplayable now. I had a lot of fun with the VF-X games too, back in the day. Gradius Gaiden was pretty cool. It's been ported to the PSP, though, so it's easier to get on that platform. Ace Combat 3 - it is an imperative to get the japanese version. The american version is repugnant. I will think of more, eventually, I hope.

Mortal Kombat II? Seriously? LSD is pretty...interesting, but it's rare and expensive (if you've got a PS3, it's also on the Japanese PSN, and I think you can just make a Japanese PSN account and get it)
Forgot Vib Ribbon never came out in the US...Gunners Heaven was also released in Europe under the name Rapid Reload, which may be more common than the Japanese version, but I don't really know
Harmful Park. Fantastic cute 'em up. Also another vote for Rapid Reload/Gunner's Heaven and Captain Commando. If you like your shmups, then there's also Einhänder (sure it got a US release though) and various Parodius games. One PlayStation game I always wanted is the rather fantastic looking ZXE-D - Legend of Plasmatlite. I've no idea how good the game actually is, but you have these little modular mobile suit models that connect to the memory card ports and do... well, something pretty cool I assume.

As far as nice EU exclusives, Radikal Bikers is the first game that comes to my mind. One of Atari's arcade racers, sort of like head-to-head Crazy Taxi except you're delivering pizzas on a scooter. Had a fun cel-shaded aesthetic that I thought worked really well.
Radikal Bikers is not an Atari game, it's by Gaelco, a Spanish manufacturer of cheap & crappy arcade games. It's also pretty awful in every way.
But Einhänder was released in NTSC-US version. I used to own it. The import version is easier, though. Same is the case with Thunder Force V. Both excellent shooters, by the way. Internal Section is also very interesting - a cross between Vib-Ribbon and Rez.
I wouldn't get Mortal Kombat II. It's expensive and has absurd loading times (even in the match!). The only reason I have it is because I collect fighting games. A good import PS1 fighter to get is Real Bout Fatal Fury Special Dominated Mind. It was only released on PS1.
You're right, but US-versions are import games to some people, too. I grew up in that believe dammit! It's a nice idea, but I got bored after no less than 5 minutes. Something similar is Beat Planet Music (a game by SCEE, actually). It feels a bit like Amplitude but it's much less of a challenge. You can create your own courses, however, and the techno soundtrack isn't too bad. The good price and availability make it worthwhile.
Oooh, yeah – Vib Ribbon is a classic! I also dearly love Enix's original Bust A Move (titled Bust A Groove in the West). I haven't played the game in a while, but I'm always listening to the groovy soundtrack! The Japanese edition is different as disco dude Hiro is smoking a cigarette, which was removed for the European edition. Makes no difference at all to the game, but looks cool.
