Yes, you don't need a specific Toshiba IC, the best choice for S/PDIF transmission would probably be a newer Cirrus Logic (Crystal) IC such as the CS8406. If you really wanted to, you could transcode the digital component to digital RGB or scale it for DVI or what have you as well.
I know that you can send your revision C cube for a fix to nintendo, and they give you a "refurbished" cube. I have no clue if they mod or replace the cube, but it's safe to assume that there's no soldering going on in that old basement they use to fix stuff.
