"AFV" is presumably "Adams Family Values" - which did come out in '95. It's certainly a real PCB at the least.
I was just gonna mention that. Looks like someone left an iron on it and pulled em from the middle pins.
My guess is that the board originally had a D411 CIC on it and someone replaced it with a D413 to use the board on a PAL console. The soldering IS pretty crap though.
It's hard to tell because of the reflection, but it's possible that some of those pins are touching each other because of a bad soldering job. Or maybe this lady just doesn't have a whole lot of experience getting cartridge games to work.
