It's tough to choose one. I think CB games because of texture quality, objects density and cool effects.
I would have to say Chrono Cross. It's the best looking out of the many PSone games I've played over the years by far.
"Alien: Resurrection" had pretty good graphics for a PS1 game imo .... but the game was hard as hell.
Final Fantasy IX looks stunning. The character models for the summons are especially impressive. I still find its graphics engine to be more appealing than Final Fantasy X. Silent Hill deserves a mention, as well. It had a pretty incredible atmosphere that holds up even now. The fact that your flashlight reflected in the sewer waters was a very nice touch. Obviously, that's not the only thing that looks good, but it's that kind of attention to detail that makes the game a real visual fiesta. Also, I hate to list a bunch, but 007: The World is Not Enough for PS1 had some great texture work. The game itself was pretty bad (especially compared to the N64 version), but those were some clear pixels! Despite that, the environments were pretty rudimentary and bland.
I'd say Tail of the Sun! Wait .........no.......no that had horrible graphics........I'd say some of the pe-rendered stuff like Parasite Eve's or Resident Evils or Fear Effects!
For character models, WWF Smackdown/Smackdown 2 most models from PS1 games didnt have moveable mouths, and seperate moveable fingers (instead most had the infamous 'mitten hands')......this one did
For the most part, 2D games from the system aged much, much better than 3D ones. Marvel vs Street Fighter actually looks pretty good, definitely inferior to the DC games, but it doesn't make one wretch like a lot of PS1 games do.
Its hard to say,gran turismo 2 sure is pretty but their are a lot of impressive games on the ps1,considering the system was released in 1994 it had some amazing capabilities

There's more though... Best console ever, next to the Super Famicom imo...

I'll say Fear Effect 1&2, Dino Crisis 2, Clock Tower: The First Fear, Germs Nerawareta Machi, and a few of the FMV based games e.g ALIVE
Metal Gear Solid for me, in terms of both style and quality. I loved to look of Broken Sword and Fear Effect too.
