I recently built the following for a friend. It uses EL1883 for sync separation, RGBS to RGBHV. It's very simple and should work with your AA or Arcade Forge's Sync Strike can do that.

Sounds promising, but I assure you throwing redundant resistors and capacitors onto the RGB signals will do anything but give the 9A60 game console compatibility. The OP has no idea what they're talking about.

Adding series resistance will attenuate the signals (bad) and adding series capacitance will effectively reduce the capacitance of the coupling capacitor at the source, which in turn reduces the low frequency response (bad).

It doesn't remotely address the actual issues of biasing/clamping RGB for compatibility with ac-coupled (console) signals or the differences in sync level (requiring an amplifier or sync slicer).

While we are on the topic of VGA monitors, RGBHV, and the Saturn, is it possible to mod a modern LCD VGA PC monitor to display 15KHz RGBHV? I have this broken acer monitor that needs repairs so while I have it open, might as well see if I can get 15KHz compatibility.

I also have an old Gateway CRT VGA monitor from the late 90s. Would something like this support 15KHz RGBHV? How can I test this? Can a test be done with a modified Dreamcast VGA box?

Would something like this work (to test)?

I'm not sure about the other end (10pin din). Anything I can do to test connections more easily would be helpful.

Thanks for all your wonderful advice! I'm learning a lot :)

other than some SONY studio monitor series as well as domestic LCD TV series not many things are compatible with 15kHz signal. those monitors from late 80s will but don't think there are too many survived to 21 century... :p
