Looks like part of a devkit. Those are memory chips, so most likely the program would be compiled on the PC and then loaded into memory on the card. Card would likely connect to a cart shell via a cable through the plug on the faceplate.

If you had a program on the card the game console would see it as a normal cart and run it.

I guess you could think of it as an early flash cart. Just one that needed an entire PC to run, but was capable of being used with multiple systems.
