Calling ebay has resulted in them refunding the fees, However they have not lifted the money limit unless I give them
a lot of personal information which I of course refuse to do.

I'll call the host and see if they can just double bill me next month instead of the first.

As much as it sucks this is a cost of dealing with Paypal. I imagine eventually they will view your account as "high risk" since you haven't given them every piece of your personal info. (SSN being the main one they want). Unfortunately there isn't really and alternative that puts buyer/seller (or sender/receiver) on equal ground. At least not one that any one actually uses.

I'm still stunned you can't refuse a payment on paypal...

Also, you might try to call paypal to argue with them about the overdraw so they send you a letter for your bank. I did this once, I told them the overdrawn was IMO their fault (which it was, long story), they refused to pay me back the fees but they sent a lawyer-written letter that I gave my bank. It was pretty much void of real infos but written in layer-language. The bank then removed the overdraw fees and erased the note to my credit file. Worth trying!

You know, the money wasn't paid with the intention of "Here's my money, now give me my item!" it was "Here's an advance on my payment to show I am still interested (since you claim otherwise), we can discuss this further at a later date". I thought I made that pretty clear in past discussions, but I guess not. I even asked in my message along with the payment if we could discuss this further via PMs, yet the first thing you do is issue a refund then get mad at me when that refund has a negative impact on your account.

I already said I am willing to cover the fees caused by this problem.

Thread title should be amended as this has nothing to do with ebay... lots of confusion.
