I suspect the problem is that you have a modchip with no on-board oscillator, and that Derby Stallion machine is a late production unit that had a different clock signal on pin 1 of the drive connector. The first thing to do is to open the machine up and check the type number on the CD-ROM controller board. I suspect it will be "JVC EXL-P608", in which case it will have a 33MHz clock on pin 1, and that board looks like it's designed for the 8.4MHz clock used on the earlier machines.
Oh bad news for me the model on the board are the JVC EXL-P608. If I change the CD-ROM, I will be able to setup that modchip?
