You've probably seen it already, but it looks like shortly after the SNES Playstation appeared, a guy who owned an electronics shop in Florida came forward with pictures of a Phantom prototype a customer took to his shop long ago. It was basically a PC stuffed in a box, encased in the Phantom branded case. Pretty much useless, the guy fixed it, and added a hard drive with Win XP customized to boot a Phantom video upon being turned on. there was a Phantom prototype on Ebay i posted a thread about almost 2 years ago here is ze thread http://assemblergames.com/l/threads/holy-shit.47441/#post-694143 (so this makes 2 Phantoms that are know to exist)
I too have seen that 2013 eBay auction. AFAIK, it's a functional unit, but the seller had no way of playing anything with it.
