use a true scart cable, maybe your rgb cable don't have the pin neede for ntsc signals
    Composite it's the worst output

A PS1 modchip by itself doesn't normally change the color encoding. Your console should be attempting to output 60hz in PAL colors with composite.

What exactly do you mean by "doesn't work"? Is the screen completely blank, displaying but the image is rolling or is it stable but in black and white?

If it's completely blank or rolling, but working in PAL, then the likely explanation is that your TV is not capable of handling a 60Hz field rate - in which case, I suspect that box won't help you (I can't be certain about this - it's possible that it's a real standards converter, but it looks like it just does color format conversion).

If you are getting a correctly locked, stable but black and white image then that unit should fix it - but if this is the case and you are using an RGB scart cable then the first thing to do is to check the cable and the operating mode of the TV since that should give you color even if the TV can't handle the video format. Depending on the exact model of PS1 you have, there may also be a mod that will force the console to always output a PAL encoded signal even if the game selects NTSC (I.E. PAL60 - which still won't help you if you have a TV that can't accept 60Hz).

If you're getting a black and white picture then you're not using RGB scart. Either your scart cable isn't wired for rgb and only has composite, or it may be wired for both and your tv is only using the composite. Some tv's don't support rgb on all their scart sockets or there might be a menu option to switch to rgb. There is supposed to be a signal in the scart lead that tells the tv to switch to rgb, this may either be missing or your tv might not be compatible with it or may ignore it completely.

But a black and white picture has to be that it's not using rgb. You only get a black and white picture when your console is outputting one type of colour encoding over composite/svideo and your tv is expecting a different one. With RGB there is no colour encoding (RGB is technically not a PAL or NTSC signal).

Some playstations can output pal or ntsc compatible colour, others are fixed to the one for the region, I think there is one model that could output pal or ntsc but there is a filter added that removes the one that is not applicable to your region (which means you can't get colour from the composite no matter how you try).

Some tv's will expect 50hz composite to be encoded with pal colours and 60hz composite to be encoded with ntsc colours. Others will expect the colour encoding for it's region no matter what the frame rate is.

Try the PS2 if you have one. 60hz composite will be NTSC 60 from that.

Unmodded PS2 (unlike PS1) defaults 50hz to pal color, and 60hz to ntsc color. Including US models!

I assume that by "didn't work" you mean you got no video at all? Did the inital "Sony computer entertainment" and "Licensed by ..." screens come up and then the screen went blank after the NTSC game booted?

Why? the ps2 outputs 5v which via a resistor sets rgb mode via scart.

However, someone PM'ed me recently with the same issue - turns out his RGB cable didnt have a connection to pin 16 - only pin 8. 1 resistor fixed the cable.

Hmm. Do you own anything else that can output 60hz from scart? Gamecube, Wii, Dreamcast...

Not bad. I didn't consider a cable error.

And it displayed on the TV downstairs running the NTSC game?

If so, then it really does sound that you have a TV that won't accept a 60Hz signal.

Guys the tv once every like 10 minutes or longer its rare that it does it, The picture comes up as normal in colour then goes really quick, Does this mean the tv can support it? and its the cables fault? if so what cable can i purchase to fix it because i cant find a official one
