Do N64 NTSC power packs work on a European console? Is there a difference? I'd send mine but I don't know if it would work.

Not making a very convincing argument for yourself with the tone but I can understand your frustration at this time.
HOWEVER, I wont focus on that and can give some reasons why this probably happened.
Please understand I am in no way saying you're lying, but given how many times in the past similar things have happened we find ourselves running in circles (Super Mario 64, Conker, the fact these can be reflashed with a rom of choice, etc).

-Rareware dev carts are notorious for being very volatile. Once you boot a cart it gets wiped once powered off, erasing the data, rendering it an empty cart and therefore worthless outside of the fact it's a dev cart.
-Rareware dev stuff is very hard to come by as it is in a state that's usable.
-Unless you have dumped the rom before hand (I dont know if you can/have done so) you will have no idea if there is data on there to begin with because of the first point.
-The collecting community knows the above 3 things well and are often very hostile and defensive when it comes to this as these can run some big numbers and as a result need to be sure what they want to buy is authentic and undamaged (outside of physical damage but that's another story).
-The price you had suggested of 4500 is steep. So steep that its unreasonable except to those who have a handsome sum of disposable money and can risk potential loss. I'm not saying it cant happen as some folk have offered 5 digits for some special carts, but in the case of this it's unrealistic.

So trying out the cart would erase it entirely?

this is correct. do not boot it. if it has data you risk erasing it and losing the data and the value.

I think you'd need someone with the proper hardware to check/backup the data first. Once we know what was on there and that it's safe, then you won't have a problem selling it.

Post location (city & country would be enough) and check private messages from users here - then verify the user by looking at post count (make sure it's very high) and then post here saying 'x' is willing to help - and maybe get some people to vouch for them through past experiences. Remember, you need someone with experience dumping Nintendo64 protos/dev carts - not just ordinary retail games.

You'll find someone - the only way to verify what you have is to get someone to dump the roms/cart - if you have the real deal then yeah, you could be looking at quite a bit of cash for the cart (although I would 100% try to sell via eBay - it's the bigger market) Until it's dumped there's no way of knowing if you have struck gold or it's just a lump of plastic. It's in your interests to do this properly. Even if it is a retail version - that fact that it's a dev cart still boosts the price up - but it needs to be verified.

You couldn't have picked a better place - people here are friendly and tend help each other out, so good luck!

ik im somewhat out of reach (being in australia) but i have a device called a DOCTOR V64, used for game development and programming, you need to contact someone with a device (like mine) that is able to read and extract data from the cartridge, these devices are qute costly (got mine for free from a freind but he payed 500), Hope this info helps, and lets hope we can get this cart dumped

it seems unlikely to me a cart used for the BAFTA entry (at least that's what I heard?) has the same kill-switch mechanism... but better be safe than sorry

It was proven beyond a doubt that you tried to scam two members, screen shots of Facebook conversations, PayPal case replies from yourself etc. No one denied that you had the cart however no one would touch it after all your past activities came to light.

Also people worried about the data being wiped, this was going to be traded in at a CEX store and the now owner saw that they rejected it and made them (party trading it in) an offer, so I would assume the person that tired trading it in thought it was a retail game (seeing how no sane collector would try and trade this in and of all places at CEX) and I imagine it has been booted more than once.

i personly dont trust H4G, they tend to blow some things out pf proportions, clickbait and get info wrong, Id suggest going with someone else who's more responsible, Like LUIGIBLOOD, he's got the equipment to dump both 64 and DD games.
