Dude, CherryRoms has had patched versions of a LOT of imported ROMs, and they are still alive and Kickin'. They have the *Complete* snes ROM collection, however some are ISDA protected, but they dont have hentai ads which is a good thing.

I know at leaset couple of servers offering ROM and what not but they are usually outside western world so those publishers can sit and screw themselves...
It's not modifying the code which is illegal; It's distributing said modified code that is the illegal part. If you buy a game and patch it and play it in the privacy of your own home, that is legal. If you create a webpage and distribute instructions and patches to said game that is legal. But if you distribute the patched game through your webpage, that is illegal. Remeber the Game Genie? Back in the 80's Nintendo tried to sue Galoob for making the device that allowed you to alter the code, but Galoob won on the basis that since you own the copy of the game, you can alter it as you see fit. Like putting a custom paint job on your car or something. As far as ROMS, "Back-ups," or whatever you call them, they are illegal to distribute, but not to own, becasue there is no proof that it isn't a back-up you created yourself. Like if you buy a movie and make some copies of it that's ok, but if you sell or give away the copies it's not.
