A friend once returned a wallet he found and was accused of having taken out money, but there was no money in the wallet when he found it. Someone else must have found the wallet first and taken out the money.
Sadly it wasnt a case of some one pickpocketing me, as it happened in our flat/apartment complex, while I cant prove that some one els took the money, she said she found it next to her doorstep, and that was the direction I was walking in. None the less I dont blame her or who ever took it was just glad to get the wallet, and my cards back If they really wanted to steal, they would have taken my credit cards (R80 000 limit at the time,on my gold card)

I am from the Johannesburg/Boksburg area,it has its strong points still. Yup lots of us are moving to the UK, AU, and NZ, mainly due to politics, the current government tends to ether just look after themselves (corruption) or turn everything into a racial debate,that aside there's still a alot of violent crimes happening, and some people are scared, so a lot of people are getting sick of it and emigrating, but a lot of them come back after a few years anyway. Except for that its still pretty good here, I think at the moment every country has its problems.
I found a wallet that was brimming with cash in a public library once, it had no ID in it nor anything except a Mitsubishi sticker and one of those Jesus fish logo things. It was sitting on a desk in the computer lap. I turned it in to a librarian who also said it was sitting there a while and she did not know who it belonged to. She called me a gentleman for turning it in. I don't regret turning it in but if I found it on the street I would have kept it without regret. If I buy something in the store and it has money it it, well, it's mine. Wallet on the street with ID, turn it in.
In the USA, I believe you can drop a wallet in a post office box and they mail it back to the person, assuming there is ID in there of course.
