its not. i bought it in dubai. The only 2 games banned in dubai were COD4 and GTAIV. i ended up getting both of them from here.
Can't comment on GOW as I don't have a xbox but yes COD4 and GTA are banned in the UAE - but not exactly hard to purchase...
USA is in the United nations. Doesn't mean we follow all the laws they hand down. Enforcement in UAE is up to the country, if they don't give a damn, more power to you.
They are banned, and are not available in the conventional game shops Geekay etc from the shelf's. But there are a lot of independent game outlets where you can get the games easily, either under the counter or some times on display (I am sure I have seen the limited edition GTA with the lockbox on display in Bur Dubai) Think you are getting confused, UAE is the country (Or Federation, similar to the US, Australia, Russia etc.. etc..) - Dubai is the city (or Emirate) Its not as much don't give a damn its just human nature things that are banned can never truly be stopped anywhere. Drugs and prostitutes are banned here (similar to the US) but can still be found if you look hard enough - Same with most countries around the world..... Additional to this its easy to get copies of 360 and PS2 games in certain outlets, similar to being able to purchase them in independents around London (and I would guess other major cities around the world)..... Just the way of the world.
no official release dates here. i had UC2 and demon souls over a week befor ethey came out...that stuff i do like.
