I'd probably blame the cheap cable.
I found the quality of the Chinese cables to be terrible and prone to noise.

Using an official French rgb cable solved lots of issues for me.

I use genuine cables for testing any work I do for this type of reason. You don't want to be redoing work when it's actually a cable etc.

Do you mean the actual scart cable?
Because the scart I am using is a 15£ one from Retrogamingcables, and that should be good quality.
Or is it the wires used for soldering in this mod you are reffering to?

So, the TV you are using.. does it have anything else plugged in? might be interference there. Using a scart switch? might be that. Maybe it is the cable? theres so many possibilities...

    I figured it out!
It was really a no-brainer from my side....
What happened was, that I did not secure the chip on the heat sink, cause I wash´t finished with it.
The force from the wires put the chip in an angle and one or two of the capacitors touched the heat sink, and grounded them...
Once I secured the chip, there wash´t any noise on screen and now the RGB works beautifully!
Thank you to everyone who tried to help me figure out the problem!
I apologize for being such a idiot :D
