I got a second powermac G5 for peanuts.

it will boot, but everytime I turn it on an off I have to press the buttons on the monitor im using it on before video will appear [100% not the monitor, it works fine]. When it does get video, there is no chime and no keyboard or mouse will work whatsoever, there is a flashing question mark/mac faces on a folder that should indicate it needs an OS, but being that no keyboard will work I cant eject the cd. I've tried official mac keyboards and normal USB ones and no dice on either. Also after a short while of idling on the flashing question mark screen the fans get REALLY goddamn loud. if I turn it off then immediately back on the fans are back to being quiet so it clearly isnt an issue with temps

    video attached:

Check for any leaking from the water pipes, it's a common issue on some G5s.

It's not water cooled afaik. The second video makes that pretty clear imo.

Dying PS3s have pretty much same behavior.

I think all water coolers need maintenance.

I see, I removed the cpu [its a single cpu machine] that has a large tower heat sink with it and cant really see any leaked coolant, bearing in mind I dont have a torx driver to get the heat sink off the cpu but most of the pics were evident without it being removed.

Plug in a USB mouse, hold the button while powering up, that should eject the tray.

just a thought, but could the OS be corrupt or the hard drive on it's way out?

also maybe check the caps on the motherboard.

other than that, I don't know, pour petrol on it and set it on fire, give it a Viking funeral

No, I think the motherboard is just fucked since I can't get it to respond to keyboard prompts that open the disk tray, and we all know how expensive mac replacement parts are.

I think honestly I'll save the case for a project and either offer the parts on her for free or give them to a family member who farts around with apple crap a lot.

You can gut the G5 and go to lazerhive and get it modified for a ATX mobo for some hackintosh goodness

Can you get a picture of the heatsink. This screams motherboard / cpu failure, which is typically attributed to water cooling issues. But i have seen the air cooled models overheat and kill the cpu as well.
