There is just a small defect that it cant read certain discs, but for $130 that is a steal compared to $300+ for the other ones.

That's the same seller I got my PSX from, but we worked on emails not eBay. He does have cheap PSXs most of the time but I got a full set of a 100% working one.

Blink red/green on power on mean it failed on the primary power on self test. Check if the two boards with IR sensors are connected correctly and if they have power (blown fuses) as the unit do check if both the front and top IR sensors are ok before it checks the HDD. The IR sensors being disconnected is one of the things that may cause the blinking led behavior.

Edit: The top lid IR sensor is connected to the HDD conector board so if that's missing, you won't have means to power the unit up...

what are the fuses labeled on the motherboard, or better yet, where to look.....

Before anything, you have the part which connects the motherboard to the harddrive ? That connects to a sub boards with blue LEDs and one of the two IR sensors the unit has. It won't power up without that board (but it does power up without a HDD, it just won't boot to XMB).
