I wonder what PAL (EU) and PAL (RU) means? For retail PS2 there's no difference, EU console will run russian game and vice versa, it's nothing like NES with 2 PAL regions. Or they just made separate regions just because but they are compatible anyway?
The rarest system I have must be my boxed and complete PAL Multimega which i bought on eBay in 2007: The rarest game must be my new and still sealed PAL Super Aleste game for the Super nintendo which I bought on a forum in 2005: But they are not the things which I'm most proud to own, that must be my 2 pristine PAL gameboy systems including Kirby games, which I bought on eBay in 2007:

You're probably going to have to post some sort of picture of that. No disrespect or anything, but a beta of that particular game from a new user is low on the believability scale. Although by all means, I'd love you to prove otherwise, as I would be very interested to see it. Better yet, if you have a collection you'd like to share pictures of I'm sure we'd all love to see them. We're way into that stuff here
i bought it from a person from japan a while back, he was selling this one a long with other prototypes that i knew were legit and when he played it on his famicom it was the original mario famicom/nes game. i dont have a famicom yet but when i get one i will be checking for differences on this prototype
I think that it's just bootleg/pirated game. A prototype would have at least Nintendo's logo or even name with short disclaimer. Try to open it up and see what is inside. Maybe there is more information on PCB.
Its an early piracy device. I doubt Nintendo was using them. It isn't the first one that has been seen around here.

Anyway, you may have something great on it, but I am really not sure of that....
