As many people know, there was a port of resident evil 1 to game boy color by Hot Gen, acording to pjfrith, a member that doesn´t visit this site since 2008, was one of the developers, and said that was almost complete with only bugs to be fixed. He said that the artist involved in the project would appear in the forum, did this happen? And looks like more questions about the development would be solved.

you mean the nes version of biohazard, this is the gameboy color version and is developed by a small? american company.
Just like Resident Evil 1.5, the high quality footage doing the rounds suggests that a few copies are definitely in the hands of private collectors... but Capcom's supposedly keeping a very close eye on things, so it's unlikely to ever leak into much wider circles.

It most certainly can. Resident Evil GBC proves that it's very much capable of doing realtime scaling of sprites.
There is a member on this forum that owns the game lol. It's no where near the status or rareness of 1.5, if you look in the right places and hard enough you'll find a contact for it i bet. Still rare none the less !
