With a keyboard you could access the console in Unreal Tournament on the dreamcast. Not exactly a debug menu but did allow you to do things you couldn't do otherwise.
The Final Fantasy VII debug room is easily the best I've ever come across. Yeah it's chaotic but that adds to the charm. If you download a decent guide you can achieve some really cool stuff.
Mortal Kombat Trilogy? World League Soccer '98? Either of these having debug modes is certainly news to me!
This is just me speculating about the MKT debug, but the prospect of being able to use multiple kombat kodes at the same time sounds cool as hell to me. Need more info.
Uh. About the debug menu in MK Trilogy. I've mixed with the NightWarriors because of the collision boxes. The boxes are available in Darkstalkers in the debug menu, but in MK it is in a question mark lol. It's just a cheat. An uncommon feature to put on a cheat, though.
Super Mario RPG has a debug room similar to that of the FF7 one in that you talk to different characters to toggle features and what have you. Activated through Game Genie, Action Replay.

True Crime: New York City on most / all platforms has a debug menu activated by mashing shoulder buttons while changing pause menus, with slightly varying instructions posted on many cheat sites. I also recall Two Worlds on the 360 having a PC-style console compatible with a USB keyboard, which I think was opened with a button combo on a second pad.
That's correct, and you can use it for framerate improvements (for example turning off shadows and other graphical effects result in a significant framerate bump) - if it weren't for debug menu, my friend would never beat that game .
Tomb Raider Angel of Darkness for PC has a great debug menu. It's not a great game though... I also think some of the early Harry Potter games have debug. I used to play these on PC. Can't remember if it's the first one, second or both.
Tenchu Stealth assassins on PS1 has a pretty neat debug menu. Allows for a weird two player experience as well as first person mode and level editing.
Does anyone know of any retail PS3 games with debug menus? Now that psgroove/freedom users have the ability to browse through a discs contents, I would be interested in seeing if any games have a debug menu to easily activate, RE4 trial style.
