The PS2 version of Tony Hawk's American Wasteland has a debug menu that can be accessed with ActionReplay/CodeBreaker/GS. Dark Cloud 2 has an AMAZING debug menu accessable with a CodeBreaker code. You can skip to any part of the game, convert gamesaves from other regions, change the language to Japanese, and tons more. Oh and Xenosaga Episode 1 has multiple debug menu codes.
Halo Combat Evolved Anniversary and Borderlands on the Xbox 360 have debug menus available through modding Borderlands is on PS3 too, so it may be worth someone with a CFW PS3 looking into seeing if it can be activated there too. Halo 4 may have a debug menu in it, I have not personally seen one, however I have had a mouse cursor appear on my screen, so it could have some left over code.
All the original sonic games had some sort of debug mode, I remember playing around with Tenchu's alot when i was younger Also "Die Hard 2" from the "Die Hard Trilogy" on PS1 had a pretty detailed debug mode as a cheat code
I think one of the first debug menus that I can remember was from KEITH COURAGE IN ALPHA ZONES on the TG-16. EGM even used this as one of their 1989 Buyers Guide list entries as one of the 'most unintelligible language on a menu screen' or something.
dead island has a dev menu by replacing a file and burning to a disc burning it to a disc if you have a flashed console. id be happy to upload it if its not against the rules

Did you mean "Tomorrow Never Dies" game? Because i can't find any information, that "World is Not Enough" have debug menu on the Playstation version. I guess you're right, there isn't a debug menu in that game. I got it mixed up with Tomorrow Never Dies, sorry.
