What official channels, if any, is one supposed to go through to commercially make and sell SCART compliant devices? Assuming the standard is proprietary, it doesn't seem like anybody cares. I haven't heard of potential trouble for unauthorized use of SCART.
I think you just buy/acquire the official standards document, stick to it (or don't... it seems to be more of a guideline/recommendation thing) and that's it.

There is no "Scart Licensing" because Scart is defined by the CENELEC which is a non-profit organization. I'm pretty sure SCART is a free standard - it used to be mandatory in France, and that was at a time when it was still generally accepted that a mandatory standard should be free to implement.
