Scud Race "on Dreamcast" was just a tech demo shown in 1998 and was missing a lot of the effects from the arcade game. Not s sure if the demo was running at 60FPS or just 30FPS. I could be mistaken but IIRC the Katana Set 2 development kit was a Pentium II PC and prototype PowerVR second generation graphics card. So this was by no means near final Dreamcast hardware.
The footage shown above is from the SET2 early hardware, the SET2 SDK recently got re-uploaded by @jakeeeenator (http://assemblergames.com/l/threads/katana-sdks.57215/) so those who like to fiddle with the data can put his upload to good use Fellow forum member @Ryo Suzuki has some Scud Race files (which he thinks originated from the SET3 SDK) that have not been shared publicly that work with NullDC (he has not succeeded in getting it running on stock Dreamcast hardware though).
