Sega CD region free BIOS burning service?

I'm not a fan of burnt games. Besides, my PC died so even if I wanted to, I couldn't. I managed to find someone local who would burn me a bios, though. Only issue is I burnt some of the solder pads. I wired the pins up to their respective points where I burnt the pads except for pin 14. I have no idea where pin 14 goes since I don't see any traces coming from it. I think it might be ground. Could somebody tell me where it goes?
