I have a rgb tv with a s-video port. (I live in America. Tv is American) how do I get my sega genesis 1 (the one that says high definition graphics on it) to use s-video? Is it as simple as using a cord converter??

Unfortunately not - the Genesis video jack has RGB and composite but no Y/C outputs. They are available internally on the video encoder, but you would need to modify the console to use them.

How do I mod it? Do it myself somehow or is there a place you send it in?

There are plenty of tutorial for the svideo mod. Is not difficult but if you are not into soldering then have someone doing it.
