I'm gonna guess you mean on the video. Make sure you clean all your connections, even on the TV, because it really wouldn't make sense that all your MD's would do that, I would have to guess it is whatever you are hooking them up to. If it is the TV, and cleaning stuff doesn't make it go away, you may have some dead ports or something.

    RGB SCART?

My LCD TV does that with a Mega Drive through RGB. Try it on a CRT or with a different lead to see if it persists.

Try a different PSU. Is the sound clear via the headphone socket, or is there a noticable humming sound when the volume is all the way down? That's sometimes a good clue that the PSU is incompatible.

Ooer, how odd. Do they move at all, or do they stay static?

Yes it's probably noise from the PSU as the console is drawing a higher current than what the PSU can output. Get hold of the original PSU (Sega model: 1602-05) or one with the correct rating, and the problem should disappear.
Ebay's usually littered with them, but you may have to ask the seller for more info if the pic(s) don't show the rating clearly.

Sellers on ebays are utter arsewipes. Dont mention or assume wrongly which model its for then refuse to refund you

i have had a look at all the caps seem fine but i am saveing up some cash to complete set for my mega drives system i do replace most cap every time i buy a sega even if they dont need changeing the worst is the model one mega cd /sega cd they always like a game gear for caps
i will let you guys know what happens when i have change all caps
i only buy 105c type the long lasting and i use pcb lacquer to protect the sega consoles from dyeing out most game gears and mega cd model ones
    need cap replacment
