It looks socketed. I bet the adaptor is just the Mega Tech BIOS from the original carts with some information rewritten to tell you it's Fifa in there. Honestly you could do this in an Everdrive-MD. Just binary-copy the BIOS file onto whatever ROM you're running. it may or may not need some software tweaks and CRC repair afterward but it should work.
The mega-tech 'bios' rom on the cart only contains information displayed on the top screen, things like instructions, a synopsis of the game and the name. It's quite easy to hack/change, I had a blank template on my website and one for use with a general converter cartridge. The one with this FIFA Soccer converter (made by the developers but it does also work with other carts) just displays 'FIFA SOCCER'. I had the pinouts and it's fairly simple to make your own converter which you can then use one of the custom menu roms with. I used to have a lot of Mega-Tech information on my website but I eventually got fed up paying hosting costs! The actual game roms are bit for bit the same as megadrive roms, same chips too in the few that I compared.
