That doesn't make much sense..it's made with middlewear so as to avoid having to do too much tweaking on each platform. The game was made on a PC, it ran on a PC and then it was compiled and arranged properly for each console. Any major and fatal bugs are probably byproducts of the abstraction layer.
I´m playing this more often now, I am in lvl11 now btw and I found out that it begins more and more to feel like I play a mixture of God of War and Devil may cry.... I think all new games on PS3 are somewhat orientating on god of War sadly... Not that God of War is a bad game but this is not really Castlevania... Best Castlevania ever IMO is Akumajou Dracula X from PC Engine.
Don't get me wrong - patches should not be a shortcut for releasing buggy code. Sony/Microsoft/Nintendo have a pretty strict QC process, so I don't think console gaming is going to turn into PC style bug issues just because they have the option to patch after release. Fining is not the solution.
