No, there are tons of Asian games with Japanese cart cases. Asian games are generally JAPANESE text, JAPANESE box, JAPANESE manual, ENGLISH (xeroxed) instructions and sealed with a sticker SOMETIMES they have the blue PAL sticker, IIRC Story of Thor has the blue Mega Drive label/box on the Japanese release. I think all of the time, Asian releases have an English warning sticker on the back of the cart as well.
