Gotta look at these two facts:

1: After the South Pacific quake/tsunami in 2005, no government is going to take a chance of getting caught w/ their hands up their asses.

2: Even annoying, it's good practice if a real one DOES come. It's not like they can just have that flashing map of Japan on every single station anytime they want. That would get in the way of every single word of every TV show being subtitled in different colors.

It certainly better safe than sorry. The 1960 magnitude 9.5 earthquake in Chile caused a significant tsunami in both Hawaii and Japan. Keep in mind this magnitude 8.8 earthquake is seven times smaller than the 1960 earthquake! The entire Pacific rim is surrounded by subduction zones, and there is always the potential for earthquakes in excess of magnitude 9, which can and will cause tsunamis, and it is always a good idea to be prepared.

There was a major "megathrust" earthquake on January 26, 1700 along the coast of British Columbia, Washington State, and Oregon. The reason they know the exact date was because the Japanese kept written records of tsunami events! The oral histories of aboriginal peoples recall an event that washed away villages, probably from that very tsunami.

Also, remember that the tsunami caused by the earthquake at Sumatra killed thousands in Africa. The energy of the tsunami does not diminish much until it reaches a shoreline, and if the grade is gentle enough there can be a significant surge.

    Questions about that earthquake:

1.) Did the Japanese overreact since the December 200X (can't remember I forgot) tsunami spanned 2 continents (Asia up to Africa)?

2.) China has probably ***tloads of ***tty structures... is it true? (I saw it somewhere [Sankaku])

Better to prepare for the worst, hope for the best than to have a repeat of the 2004*** tsunami.

The 2007 quake that struck china struck an area that was oblivious to the fault line that it was near.... so a combination of pure concrete buildings built on a region that is largely made up of a clay strata (which is unpredictable and shears very easily) caused a ton of buildings to crash down simply killing generations of children in that town.

The US didn't really take action to incorporate massive earthquake resisting structures and retrofits into buildings until the Northridge earthquake.

No... they are genetically predisposed to be overly dramatic. Try marrying one.

Does the Chinese government strike you as the place that would spend heaps of resources to ensure the well-being of their citizens... or anyone for that matter?

Each whole number represents a multiplication by 10.
    So a 8.0 is 10x stronger than a 7.0, and 100x stronger than a 6.0, 1000x stronger than a 5.0 and so forth.
