Probably because you take your handheld on holiday with you and you may want to buy a game there to play on your handheld. Yep, region locking on a handheld really is dumb. It's like region locking a portable CD player.
You can't blame Capcom for releasing 2D games during the 90s "dark age" of video gaming when everything had to be in 3D and 2D was for kids, and games actually got bad reviews for being in 2D.

The people you should be railing against are the dumbasses who pay for these characters. The fact is, if it didn't sell then companies wouldn't keep doing it. Capcom and EA/BioWare/Activision are still dicks though.
Is there really a large demographic of people who take their handhelds with them to foreign countries to play games on them? I just think region-locking anything is stupid. I understand the logic behind it; different regions are viewed as different markets, and their marketing is tailored specifically for each region. They don't want their marketing in one region to spill over into another and thus possibly conflict with whatever message they're trying to convey in that market. But as a gamer it annoys me, because there are lots of great games that were released exclusively in regions beyond my own. Nevermind that I like to collect imported consoles. It sucks, but I understand the necessity from a business standpoint.
