The ones to pop in my mind are Samurai Dou Portable (Japanese only port of PS2 Way of the Samurai, translation patch exists) and Shinobido Tales of Ninja (Came out in europe in english, no usa release but we got the sequel on vita)
There are a couple of damn decent Rurouni Kenshin fighting games that I have spent a LOT of time on. A really nice weapon combat system (always found Soul Calibur a bit clunky) and fast paced gameplay. No language barrier at all.
Couple of good ones I'Ve been playing recently: Qix++ - I'm actually really quite badly addicted to this one. Space Invaders Pocket - includes "Majestic 12". which I'd never seen in the arcades, and is awesome!
