I think the sticker tells you basically everything you need to know - it's an early sample of the Xbox Live Vision webcam that the OEM sent over before they got FCC approval on it. It's illegal to sell anything that's subject to FCC approval without obtaining it, and non approved products can only be imported on the basis that they are for test evaluation purposes and will not be resold. The actual hardware may or may not be identical to the final retail version, depending on where in the development process they were at the time.
Cross that, I actually have two. One that say "prototype" and the other that says the same thing as yours Neo. I bought this one for $30 from a local guy. Where did you find yours?
The similar message is on a few kinect prototypes. The early kinects are crazy looking, almost looks like some bots from Portal 2.
