That looks like it was manually converted during the production process - the LEDs in particular have a lot more solder on them than you would get using a reflow process. It's not so clear, but the flash and that switch look manually soldered, too. I wonder if the Sn/Pb on the label refers to the entire board, or just the reworked bits. because normally you can't solder RoHS BGAs onto a board unless you use a high temperature reflow process.
Yeah - look at the solder fillets on the edge of the chip - there is different solder thickness on different pads, and that doesn't happen with reflow. It's very nicely done, but I would put money on that part having been reworked. The LEDs are really obvious - they have way more solder on the pins than you would get from a paste printer.
