Well I should have worded differently. I understand that internal debuggers have one notch up on debugging capabilities, but according to this:

    http://www.psdevwiki.com/ps3/Target_ID

The DECR has the same Target ID as a system debugger. I just meant target ID 0x81.

A system debugger is basically a DECR-1000 with a 00 paired CPU (using a 00ed per cpu key) and an additional CP daughter-board (likely connected to the CBE JTAG)

The DEH-R1040 is a DECR-1000 with a fancy prototype sticker and another model number. Hardware is identical between the two.

Could you provide further information about these?
What does QA Flagging do to a DECR?

It probably doesn't have identical (system) software

QA flagging a DECR does nothing more than it does on regular DEX.

The DEH-R1040 and DECR-1000 use the exact same software, aside from the fact that the recovery/base CP firmware as well as the SB and/or RSX rom on the DEH-R1040 might be slightly lower.

The DECR-1000 is for all intent and purposes, a rebranded DEH-R1040. You can update it fine to the latest firmware provided you own one. Those are the exact same unit, aside from the sticker differences. Sony just finalized the specs by the time the DEH-R1040 was around and gave it a final model number because they did not want to manufacture yet another unit.

The DEH-R1030 and lower however are different units with (often small) hardware changes.
