Well, assuming they haven't already (which is one of those big ufo conspiracy theories, but we won't get into that,) why actually would they want to? Really, you're in your spaceship, and you encounter a world where your very presence would cause major dispruptions to thier societies. It would not be in your best intrest to make contact, seeing how they may try to kill you. Personally I think they're studying us, the way we study whales or pandas. This is assuming of course, that they're not hideous bloodsucking bodysnatching monsters that need to interbreed with our women and want to enslave us all in their bid to conquer the universe. Which is probably what they are.
I take the same approach re buzzing a planet to observe it as I would a piece of new hardware. I might look at it for a bit, make sure the voltage I applied was correct, take the lid off to observe that nothing was damaged but as sure as night follows day I'd be plugging it in and powering it up asap! Also after crossing vast distances of just pitch black nothing, the opportunity to open up the throttle and fly through cities & large mountain ranges would be too much. It is quite possible that I would be a highly irresponsible alien however! In other words, UFO sightings have been reported for a very, very long time and my instinct is that either the observations a la petri dish would be over by now or that we were observed to be such dickheads that they just moved on to establish contact with a far less primative life form. It also possible that they have observed that most of us are armed to the teeth and the second they got out their gleaming bubble from outer space, we'd shoot the crap out of them in a trigger happy "no probing me" kind of way. Of course we could always consider the Tom Cruise approach to alien life forms...

I was out walking my dog this past summer and I was looking up and I thought I was watching something like a non-geosyncronous sattelite going across the sky then it stopped, did another straight line about 45 degrees from the other one for a few seconds... and this is the best way to describe it, danced a little jig. It stopped and then dimmed into nothing over about three seconds. Weirdest damned thing I've ever seen.
I saw it back then, before 9/11. And it was very interesting watching it. And I can only say, UFOs does exist. Whether they are socalled "green" men or humans just like us. I don´t care really, just write "zarathustra" in either google pictures, or anywhere else. And you will see some serious funky ancient pictures. But whether that is some kind of wild goose chase, then ok. Since I don´t have all the answers to this riddle.
i'm well aware of these 2 things, but it didn't behave like a ball lightning and foo fighters were only seen at high altitudes from what i know....
