What he's saying is true. RGB video isn't encoded in PAL or NTSC at all. I don't believe there are any true official/first party NTSC SCART cables, as SCART was never used in the US. The only thing is, in some cases, different circuitry (resistors, capacitors, etc.) is needed to use a SCART cable with NTSC consoles. I don't know if anything needs to be changed to use a SCART cable on an NTSC PS1, though.

You shouldn't have to - the video out circuits on the PSX are the same no matter what version you have.

What is the native video mode of the console? Is it an originally NTSC model, or a modded PAL unit running an NTSC game?

What is the native video mode of your TV?

Is there any image position change between composite and RGB?

Yes the dithering doesn't look good, but it's still a part of the picture. I'd take dithering any day over composite. Your Pitfall comparison shows the one benefit of composite, that the picture is so blurry that the checkerboard pattern on the leaves blend together and gives the illusion of a different color. I realize that many 16bit games were designed with composite in mind, and used dithering to create transparencies and more shades of colors. Considering that 99.9% of all Mega Drive owners back in the day used RF or composite I think the graphics artists were right to use dithering in their games.
However your second image also shows everything that's wrong with composite. The extreme blurriness, the washed out colors and the rainbow effect on the white numbers.

Some might argue that the waterfalls in Sonic 1 or the car shadow in Sega Rally looks wrong in RGB since theres no blurriness to blend the dithering together to give that transparency effect. In my opinion correct colors and sharpness drastically outweighs that one "possitive feature" of composite :)

What is the native video mode of the console?
-I think the ps1 native mode is 256-640x240p and 256-640x480i , The ps1 supported all sorts of outputs

-region modded PAL unit spch-9002 (it says 50/60hz on the bottom sticker in case that helps though)

What is the native video mode of your TV?
-my tv is an lcd toshiba flat screen. the resolution is 16:9 but can be changed to 14:9, 4:3, cinema etc. etc.

Is there any image position change between composite and RGB?
-Yes, the picture is completely fine in composite, its just rgb when its cut off
