Re-enable PSTV Whitelist on 3.60

PSTV has never been able to do custom PS1 bubbles. The way the hack is applied it works for the Vita. A lot have tried to make it work with the PSTV but none have successfully done so.

 

They don't enforce checks on this, they however (since slightly before 3.61) look for the molecular shell title id and will ban your console if you're running it while connected to the SEN/PSN
3.61 also sports a new x-passphrase for psn authentication which will eventually be enforced, forcing you to update to connect to their network (even if you use a proxy to bypass the update notification)
