Sega Saturn Hissing

I just need to know what caps and resistors to replace at least, but the Internet isn't very good with that.

The modchip isn't touching anything as it's the plugin type, and the ribbon cable's fine, though I'd like a replacement. It could be that flimsy +5V, especially since it's practically 30AWG. I'll probably replace it with a stronger wire.
