    I would gather a team of individuals who could pull off generating a true UFO scare, as a means to unite humanity under a common cause. Of course if I got the money while in a "hell is other people" mind phase, then I would gather a team of psychotic scientists to engineer a unique deadly plague and be the only one with the antidote, effectively becoming the world's first universal Caesar, though I would rule over a graveyard as I would release it in mass, watching man slip down the proverbial drain.

    Fiction aside, I concur with the earlier poster, Shenmue 3.... all ten episodes would be created.

    Raise a volunteer army, buy arms and take over some lawless oil rich place in africa like somalia and start a new country
    based on science.

    Lots of white phosphorus shells and a few prop driven planes would work, attack only at night.

    Exploit the oil resources, build an off shore semi-submerged railgun for cargo to orbit.

    Build orbiting solar farm, beam power back to earth.

    Massive desalination plants, reclaim desert lands.
    Build artificial "mountains" to catch the water at altitude, create water cycle with cloud forests.

    Design and launch autonomous craft that self replicate, have them drop comets and other large mass onto mars.
    Mars mass is insufficient for long term habitation.

    Build atmosphere shell around mars to trap atmosphere as mars has insufficient magnetic field to
    protect against solar winds.

    Begin terraforming. Build artificial moon for tides.

    Build large probes with quantum spooky at a distance communications, send to nearby stars. Leave a trail of relay
    probes for data.

    As a physicist I must say that while this could make your communications perfectly encrypted, you'd still have the light-speed limitation.

    I think your ideas accumulate over your budget, even considering the theft of massive oil resources...

    This imaginative exercise reminds me of an old friend who had been brought to a mental hospital due to a cocaine overdose. He was sat down before a doctor who began asking him a series of psychological questions. The final being, "you are in a desert and you see a f-16 fighter jet in the distance, coming towards you firing missiles and machine guns, what do you do? My friend answered, "well doc, I would walk to my SAM missile system and fire off a volley , blowing your jet plane out of the sky". The doctor replied, " where did you get that SAM missile system, Dan"?

    In reply " I got it where you got your F-16 fighter jet Doc". He was promptly released from the mental hospital.
